Referrals and Pre-Authorization: What Actually Has to Happen
This is the part that stalls people, so here it is in order.
Active duty service members. You must get a referral and pre-authorization for care in the TRICARE network. Care sought at a military hospital or clinic does not require a referral or pre-authorization, but care at a civilian facility does.
Everyone else. Depending on your plan option, you may need a referral, a pre-authorization, or both for outpatient mental health and substance use disorder care. For non-emergency care delivered by an institutional provider outside a military hospital or clinic, pre-authorization is required. Facility-based levels of care such as partial hospitalization and intensive outpatient fall into that category.
